Milly Tiklanish held a panel discussion in the Legislative Chamber of Oliy
Majlis on ‘Actual problems of protection of information affecting the spiritual
and moral, psychological and physical development of juveniles’.
According to
deputies, current users of the Internet, mobile phones, computer games,
consumers of video and film production, along with the right information often encounter
the propaganda of the ideas that are contrary to the spiritual and moral norms
and rules of the Uzbek society.
As the Party
declared in its election platform, it intended to make a special emphasis on
information security of juveniles, protection of their consciousness from the
negative effects, education of young people in a spirit of respect for national
values and loyalty to
country.
Speakers stressed
the importance of strengthening of the relevant legal base to protect youth
from information of negative nature. Today, information security of juveniles
in Uzbekistan
is regulated just by-laws and documents of internal nature that do not cover
the regulations on information products that pose a threat to children. There
is no certain law that settles the requirements that must be applied to the
content of information disseminated through mobile communication, computer and
electronic games, mass entertainment, to print, audiovisual and electronic
products for children of different ages.
In this regard
the group of deputies of DPU Milly Tiklanish faction is developing a draft law aimed
at protecting children from harmful information. They stated that the bill was
developed in line with modern international practices of legal regulation of
information products that have a negative impact on young people. For example,
in U.S., Canada, Australia,
Germany, Great Britain, France,
the Netherlands, Italy, Portugal,
Romania, Poland, Japan and other developed
democracies have introduced restrictions and prohibitions on dissemination among
children and juveniles of the information that was harmful to their health and
development. Such information is also examined and classified taking into
account the age. Certain hours have were assigned for broadcasting programs for
adults and children, and special supervisory authorities were established to
protect children from the negative affects of information. A serious amenability was imposed for the
circulation of illegal products among minors.
UN documents on
protecting children from harmful information including the Convention on the
Rights of the Child, the recommendations of the General Assembly ‘On
introduction of safe online and Internet resources for minors’ were taken into
account when elaborating the draft law. In addition, the bill reflects
international commitments of the Republic
of Uzbekistan in this
sphere.
Upon the
discussions it was resolved to establish a working group out of deputies,
lawyers, experts from the relevant ministries, agencies and organizations to finalize
the bill.
