The
council of the Senate of Oliy Majlis analyzed the activity of the upper house
of parliament in 2011
Last
year the
Senate focused on the implementation
of major statements and resolutions followed from the reports of the President of
the Republic of Uzbekistan on the first
session of the Senate in January 26,
2010, joint session of Legislative Chamber and Senate in January 27, 2010 and Program of Action on implementation of the ‘Concept of intensifying
democratic reforms and forming the civil society in the country’. The
senators also spotlighted the
State Program the Year of Small
Business and Private Entrepreneurship.
Priority
trends of the Senate’s activity in 2011 included the intensification of interaction between the committees of the Senate with the local councils of people's representatives
and their standing
committees.
In 2011
the Senate considered 80 issues and approved 41 laws aimed
at further deepening of social
and economic reforms, liberalization of judicial system,
and improvement of state building and
governance.
In the context of execution of exclusive authority of
the Senate the participants considered the issue ‘On amnesty on the occasion of
the nineteenth anniversary of the Constitution of the Republic of Uzbekistan’
and heard the reports of the Attorney General of the Republic of Uzbekistan,
Chairman of the State Committee of Uzbekistan for Nature Protection, Chairman
of the Central Bank of the Republic of Uzbekistan, the information of the Minister
of Justice of the Republic of Uzbekistan, the answers of Chairman of the State
Tax Committee of Uzbekistan and Minister of Justice of the Republic of
Uzbekistan to interpellations. Besides, they elected nine judges of the Constitutional Court,
Supreme Court and the Supreme Economic Court of the Republic of Uzbekistan.
In line
with the Resolution of the Council of the Senate ‘On preparation and conduct of elections of chairpersons (askakals) of citizens' assemblies and their advisers’ to March 30, 2011 9,973 chairmen (aksakals) of citizens' assemblies and more than 107,170 of their advisers were elected in
May - June 2011.
Within
the supervisory activities the Senate held 35 meetings of its committees, including 14 field meetings
to track the execution
of legislative
acts. Along with that, the Senate arranged 8conferences, 13 panel discussions and 10 workshops to explore and discuss the urgent sociopolitical issues and the further improvement of the legal
base of consistent and scaled reforms in the
country.
Members of the Council also reviewed and approved the plan of legislative and supervisory activities, as well as the plan of action of the committees of the Senate for 2012. Like in previous years, they
prioritized the enhancement of quality of conclusions on laws, monitoring the execution of laws, resolutions of the Senate and its
committees, arrangement of seminars, scientific conferences, and panel discussions on topical issues, as well as the activities under the State Program the Year of Family. The Council approved the action plan of the Commission of the Senate of Oliy Majlis to catalyze the activity
of representative
authorities on
the ground.
