Lawmakers Work Out Priorities in Implementing Reforms
set out in the Conception elaborated by the head of state

People’s representatives contemplate on working out a complex of measures to ensure the practical implementation of legislative initiatives outlined by the state’s leader, and enhance parliamentary activities in new conditions.
The Legislative Chamber of Oliy Majlis of Uzbekistan considered the priority tasks set by the President of Uzbekistan Islam Karimov in his recently presented “Conception for deepening democratic reforms and formation of civil society in the country.”
During the discussions in the light of  the priorities set by the President the deputies called for searching new forms and methods of work, effective interaction between the parliament and  other bodies, improving the legislative activities and learning the foremost foreign experience in law-making.
According to legislators, the Conception is a scaled and well-substantiated program for the long-term action. Inherently it laid the foundation for the new stage of development of the young independent state and building of the civil society under the rule of law, emphasize the people’s representatives.
The President put forward essential legislative initiatives to amend the Constitution, adopt new laws and balance the distribution of authorities between the three subjects of state authority: the President, the legislative and the executive authorities.
Furthermore, for the first time in Uzbekistan, a new procedure meeting the democratic principles is going to be introduced: the Prime Minister’s candidature will be proposed by the political party that won the majority of seats at the elections to the Legislative Chamber of Oliy Majlis, or several parties that received the equal number of deputy seats.
The country’s supreme authorities will be granted with the right to issue a no-confidence vote to the Premier. These measures will significantly increase the role of the parties and the parliament in general in addressing the crucial state issues.
All deputies agreed that the six fundamental priorities set by the state’s leader for the further deepening of democratic reforms are crucial for the dynamic sociopolitical and socioeconomic development of the country, steady rise of people’s well-being, and protection of citizens’ constitutional rights and freedoms. The successful fulfillment of the goals challenges everybody with high activity and responsibility, stressed the deputies in their speeches.
