- With the release of the Decree of the President of the Republic of Uzbekistan "On Additional Organizational Measures to Create Favorable Conditions for the Development of the Tourism Potential of the Republic of Uzbekistan" and presidential decrees aimed at the development of inbound and domestic tourism, it is expected that there will be a significant increase in the number of travelers in the country. All this obliges us to take care of about the comfort of tourists, the creation of interesting tours and routes. This work assumes active development of previously not covered routes.
A key role in the successful implementation of these measures belongs to the creation of comfortable conditions for movement around the country, especially from airports and stations to the hotel and further to the object of the tourist display. The first months of tourist organizations can still somehow manage the existing transport. To date, it is represented mainly by tourist buses, designed for 40 or more seats.
But in the near future, if the park of tourist buses, midi- and minibus, cars with increased terrain is not replenished, tour operators will face a severe shortage of vehicles. Therefore, already today in the shortest possible time it is important to begin work on replenishment of the park with modern tourist vehicles. I am glad that the domestic auto industry has joined the solution of this problem and already offers tourist buses of medium capacity. It is especially pleasant to note that these buses are fully developed by the Samarkand Automobile Plant and are unique in the city bus market for tourist services. At the same time they meet all modern requirements for buses of this class. From the domestic car industry we are waiting for other models of tourist transport.
I should note that in the near future we should pay attention to replenishment of the park with buses of different capacity and different technical characteristics. To solve this problem, entrepreneurs, adopted by the decisions of the President of the Republic, were granted colossal benefits. At the same time, the benefits are designed in such a way as to most quickly remove the most pressing problems.
In general, the tourist industry is dominated by the tendency, when not always recruited tourist groups of 30-40 people, tour operators are increasingly serving small groups on average no more than 10-15 people. It is very important that the tourist is not a "hostage" of waiting and could quickly fulfill his dream. In addition, small groups - this is the creation for travelers more comfortable conditions for tours. It is also an opportunity to deliver tourists by road on hard-to-reach routes. In particular, in the near future it is planned to allow the transportation of passengers by minibuses through some passes, which are currently closed for tourist buses. However, the analysis revealed that there are not so many vehicles in the country designed for small groups. Therefore, in order to fill this gap, the subjects of entrepreneurial activity in the sphere of tourism until January 1, 2022 are exempted from customs payments (except for customs clearance fees) for vehicles imported to the territory of the country for the transportation of 8 or more people, including the driver. Such transportation is necessary on the territory of the whole country, therefore, the privilege is universally applicable.
The provision of special benefits for tour operators in Karakalpakstan is related to the plans for the development of new routes associated with the development of the tourism industry of the coast and the former water area of the Aral Sea and other hard-to-reach, but attractive in terms of development in these areas of extreme tourism. To serve tourists in similar, with a complicated terrain, localities - we need vehicles with increased terrain, which are not yet produced in the country. To solve this transport problem, tour operators registered in Karakalpakstan were granted privileges on an exceptional basis, which will allow purchasing such car paying customs fees of 25 percent. We hope that this norm will soon allow us to form a sufficient fleet of off-road vehicles with an engine capacity of at least
2.4 liters with installments for 5 years. To make this privilege work purposefully, this car will be assigned special numbers and their use will be allowed only in the territory of Karakalpakstan.
