Secretaries of Security Councils of the Shanghai Cooperation Organization have got together in Tashkent.
The eleventh meeting of the Security Council Secretaries has been held in the context of preparations for the meeting of the Council of Heads of the SCO member states, which will be held in Tashkent on June 23-24, 2016. The meeting was attended by the Secretary-General of the Shanghai Cooperation Organization R.Alimov and Director of the Executive Committee of the SCO Regional Antiterrorist Structure E.Sysoev, the President Assistant - Secretary of Security Council of the Republic of Kazakhstan N.Yermekbayev, Member of the State Council of the People's Republic of China Guo Shengkun, Secretary of the Defense Council of the Kyrgyz Republic T.Dzhumakadyrov, Secretary of the Security Council of the Russian Federation N.Patrushev, Secretary of the Security Council of the Republic of Tajikistan A.Kaharov, Secretary of the Security Council under the President of the Republic of Uzbekistan V.Mahmudov.
The focus was the situation in the sphere of security and stability in the SCO region. It was noted that international and regional security is still at risk due to the continuing political, economic, and social instability, growing terrorism, extremism and radicalism, the escalating conflicts and continuing armed conflict in the neighboring SCO regions, including a number of Middle Eastern and North African countries. These negative trends have been affecting the interests of the Member States and threaten security in the organization region.
The parties have discussed the issues of cooperation in the field of combating terrorism, separatism and extremism, illicit trafficking of arms and drugs, and have admitted that one of the main factors to strengthen security in the region is resolving the situation in Afghanistan through peaceful means. The importance of reaching internal consensus and promoting reconciliation process in the country under the guidance of Afghans and by Afghans themselves with the active participation of the UN has been noted.
Secretaries of the Security Council have voiced approval for the practical implementation of the Joint comprehensive action plan on resolving the Iranian nuclear issue, which, in their opinion, will contribute to the expansion of international cooperation and stability in the region and outside its limits. In this regard, they have noted that strict adherence to the Nuclear-weapon-free-zone in Central Asia Treaty will make an important contribution to the strengthening of regional stability and nuclear non-proliferation regime.
Participants of the meeting have made a stand for increasing the efforts in anti-drug direction, especially by supporting the measures to strengthen the international drug control system based on the three basic UN conventions and have pointed out the importance of preventing the use of ICTs to promote the ideology of terrorism, separatism and extremism.
Having been informed of Uzbek side on preparations for the meeting of the Council of Heads of the SCO member states, Secretaries of the Security Council noted that the upcoming summit will be an important step in improving the legal framework of the organization and enhancing international cooperation in the field of security in accordance with the development strategy of the Shanghai Cooperation Organization till 2025 and the other arrangements reached by the heads of states-members of the organization.
