Deputies considered bills on media and journalist's protection

A regular meeting of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan was held. The issues on the agenda were previously discussed at meetings of factions of political parties, a group of deputies from the Ecological Movement of Uzbekistan, committees and expert groups working with them.

The deputies in the second reading considered the draft law «On Amendments and Additions to the Law of the Republic of Uzbekistan "On Mass Media"».

During the drafting of the bill, a working group was created for the second reading, which included deputies of factions of political parties and the deputy group from the Ecological Movement of Uzbekistan, representatives of ministries and departments, civil society institutions, practitioners, scientists.

In addition, for broad discussion, the bill was posted on the website of the Legislative Chamber www.parliament.gov.uz. As a result of the discussion, it was noted that most of the proposals received were taken into account when finalizing the draft law.

As emphasized, based on foreign experience, it is suggested to exclude the requirement for the media to have the international standard of serial edition number (ISSN).

Then, in the second reading, the draft law «On Amendments and Additions to the Law of the Republic of Uzbekistan "On Protection of Professional Activities of a Journalist"» was drafted, aimed at increasing the authority of journalists in the field of ensuring transparency of state bodies.

This bill is developed taking into account international treaties in the field of professional protection of the journalist and the experience of developed democratic countries such as Germany, Great Britain, Austria, USA, Russia, Latvia, Ukraine, Belarus, Kazakhstan, Azerbaijan and others.

The bill was also discussed with representatives of interested state bodies, public organizations, self-governing bodies of citizens, as well as scientists and specialists in the field. During the discussion, concrete proposals were made to improve it.

Then the deputies started to consider the draft law "On Making Addition and Amendment to the Labor Code of the Republic of Uzbekistan" developed by the Ministry of Justice on the basis of the analysis of appeals of individuals and legal entities in the second reading.

The draft law provides for the amendment and amendment of the Labor Code to ensure that citizens exercise their rights to work and to freely choose their work, establish a ban on refusal to hire a person because of his previous conviction, except in cases stipulated by law.

All factions of political parties and the deputy group from the Ecological Movement were unanimous in the opinion that the proposed additions and changes will serve to attracting initiative and educated cadres to the public service, ensuring the exercise of citizens' rights to work and free choice of work.

Then the deputies in the first reading examined the draft law "On Making Addition to Article 356 of the Tax Code of the Republic of Uzbekistan", designed to stimulate the introduction of E-commerce infrastructure and increase the number of tourism entities providing services for online booking of tourist services and sale of tourism products via the Internet.

The proposed bill is posted for public discussion on the portal www.regulation.gov.uz for discussion of regulatory legal acts of the Republic of Uzbekistan.

During the drafting of the bill, the experience of Russia, Belarus and Georgia was studied.

In these countries there are tax incentives for the tourism industry, the Oliy Majlis information service reported.
