The extended session of the Executive Committee of the UzLiDeP Political Council, held jointly with the deputies’ faction in the Legislative Chamber of Oliy Majlis, noted the importance of the party’s active participation in the solution of problems of comprehensive support of human interests. In this connection, the UzLiDeP faces the task of raising to a qualitatively new level the work being carried out on the establishment of efficient feedback system with the population, within the framework of “The Year of Dialogue with the People and Human Interests”. Special attention wherein will be attached to elimination of bureaucratic barriers in different spheres of life, illegal inspections of entities of entrepreneurship, improving the quality of utility, transport and trade services and condition of roads.
MPs from the UzLiDeP identified ways for radical enhancement of adopted laws’ impact on the effectiveness of reforms and their role in the regulation of public relations among the party’s priority tasks. It was decided, in this context, to take the question of the mechanism of the laws’ direct effects under the strict party control to secure the trust of the citizens, entrepreneurs and foreign investors in the country’s legislative system. Organization of activities in this direction requires a careful approach to elaboration of draft laws, which directly regulate public relations and help achieve a dramatic reduction in the number of departmental regulations.
Another important task, facing the UzLiDeP parliament members in the representative bodies of state authority, is timely delivery to the people and functionaries the essence and significance of the laws and organization of their correct execution. The criterion of its efficient solution will become the establishment and smoothly running mechanism, working with clockwork precision, on the implementation of laws in Uzbekistan.
The enlarged session of the Executive Committee of the NDPU Central Council and the faction of the party in the lower Chamber of Parliament reviewed a program of measures elaborated with consideration of tasks set out in the speeches made by the head of our state.
It was noted at the meeting that in compliance with the goals and objectives of “The Year of Dialogue with the People and Human Interests” there was a need in raising the efficiency of the mechanism of “Popular reception offices” currently operating at all levels of the party hierarchy on the basis of modern information technologies for the purpose of maintaining continued dialogue and communication with the population, and introduction of new mechanism and effective methods for the solution of the citizens’ problems. It was underlined at the session that representatives of the party, elected to the government bodies of power, will have to receive citizens at those “reception offices” with the objective of providing them legal assistance to address the emerging problems.
The faction members identified the challenges facing them in the Legislative Chamber of Oliy Majlis, the central and regional party councils and members of the party groups under local Kengashes of people’s deputies.
Participants of the joint session of the Executive Committee of the Political Council of the Adolat Social Democratic Party of Uzbekistan and the party faction in the Legislative Chamber of Oliy Majlis noted that political parties too should take an active part in the implementation of political, economic and social reforms.
They pointed out to the need to draw up certain conclusions from critical remarks made by the President about the lack of the laws’ sufficient impact on the effectiveness of reforms and their weak role in the direct regulation of public relations.
The session noted the importance of strengthening the mechanisms of brining the adopted laws to the attention of the population and executors, raising the efficiency of parliamentary and public controls, systemic organization of hearings of the officials’ reports, as well as covering the accomplished work in the party periodical publications.
“The opinion of the head of our state, that the administrators and managers at all levels should pay serious attention to questions raised by the citizens, timely respond to them and report to the population place new challenges before the MPs,” said deputy of the Legislative Chamber of Oliy Majlis Abdughani Umirov. “We planned to organize “round table” meetings with the participation of responsible government administration officials devoted to problems of elimination of bureaucratic barriers in different spheres, and improvement of regulations.”
Milliy Tiklanish DPU
It was underlined at the joint session of the Executive Committee of the Central Council of Milliy Tiklanish Democratic Party of Uzbekistan and the party faction in the lower house of parliament that the human rights and the interests of man have been and remain the highest value.
Dialogue with the people and direct communication with them, awareness about problems of concern for the citizens, their hopes and aspirations play an important role in this two way communication process. The proclamation of the year 2017 as “The Year of Dialogue with the People and Human Interests” pursues very these goals and objectives.
The session participants exchanged views on enhancing the role of law in the direct regulation of social relations and on the improvement of mechanisms for mutual information exchange.
The members of the party faction in the Parliament were instructed to elaborate additional mechanisms for shaping up a system for conducting a dialogue with the people and review all relevant provisions in the currently existing legislation.
Milliy Tiklanish DPU and the party faction in the Legislative Chamber of Oliy Majlis adopted an action plan on the issues discussed.
