The state will support citizens who are not able to compete on the labor market on an equal footing

Since April 1, 2018 in Uzbekistan, the Regulation on the procedure for establishing and reserving a minimum number of jobs for the employment of persons in need of social protection and experiencing difficulties in finding work, and unable to compete on an equal footing on the labor market, comes into force.

The regulation was approved by Decree of the Cabinet of Ministers of December 5, 2017.

As it follows from the document, to reserve workplaces for employment of those in need must organize all forms of ownership, with an average number of employees of more than 20 people. The total number of reserved workplaces is up to 10% inclusive (including at least 3% for disabled people) of the average number of employees.

Workplaces are reserved by organizations for the following categories of citizens:

- single parents and large families with children under the age of 14 and children with disabilities;

- young people who received a profession at the end of general secondary and secondary special, professional educational institutions, as well as graduates of universities, trained on state grants;

- persons who have served in the mobilization recruitment reserve and are discharged from the military service in the Armed Forces;

- disabled people and persons of pre-retirement age (men - from 58 to 60 years, women - from 53 to 55 years);

- persons released from penal institutions or subjected to compulsory medical measures by court order;

- victims of human trafficking.

For employers who have reserved workplaces in excess of the established amount, hokims may establish privileges, for example, to allocate to them, as a matter of priority, non-residential premises for production sites (workshops).

Currently, up to 7% of the average number of employees are reserved in the republic and at least 3% are reserved for disabled people.
