The main item of the State Fund for employment promotion is payment of unemployment benefits, compensations in connection with a voluntary move to work in another area by proposal of employment promotion centers, material assistance to temporarily unemployed people, grants for citizens in the period of professional training, retraining and advanced training.
The fund was established to finance activities related to employment and labor safety, efficient operation of district (city) employment promotion centers.
These and other provisions are prescribed in the Regulations on the procedure of formation and use of the State Fund for Employment Promotion of the Republic of Uzbekistan funds, approved by the Resolution of the Cabinet of Ministers "On measures on organization of labor agencies improvement"
The sources of the fund income are royalties from the single social payment and administrative penalties imposed for violation of the law by state legal labor inspectors, technical inspectors of labor safety, experts of working conditions. The Fund is replenished by contributions of a part of the profit of unitary state enterprises subordinated to the Ministry of Labor after payment of all taxes and other mandatory payments, as well as by income from sale of forms of labor books, placement of available funds in commercial banks and other financial instruments, charitable donations, etc.
Funds of the fund are managed by the Ministry of Labor in Uzbekistan, Ministry of Labor of Karakalpakstan, regional and Tashkent head departments for employment.
The directions in which the funds can be used were determined. They are used to pay unemployment benefits, compensations in connection with a voluntary move to work in another area by proposal of employment promotion centers, material assistance for unemployed people, grants for citizens in the period of professional training, retraining and advanced training. Items of expenses are reimbursements to the off-budget Pension Fund in connection with the early pensions for unemployed people.
The Fund is also engaged in strengthening of material and technical support and maintenance of centers for provision of temporary one-time work, regional centers for vocational training of unemployed people, professional training, retraining and advanced training of unemployed centers.
The Fund will also deal with financing of paid public works and partial financing of measures for creation of jobs for disabled people and other socially vulnerable categories of citizens.
