The President of the Republic of Uzbekistan signed the Decree "On measures to radically improve the system of general secondary, secondary specialized and professional education".
This decree provides that:
from 2018/2019 academic year compulsory general secondary education is carried out on the basis of a continuous 11-year cycle;
from 2019/2020 academic year, admission to professional colleges will be carried out from among graduates of 11th classes of general education institutions on a voluntary basis to obtain the relevant specialty (profession) with a period of study of six months to two years.
The Decree also defines the most important tasks of the training system in vocational education:
training in demanded occupations taking into account the priorities and prospects of economic development, modern technical and technological tendencies of the qualified experts of an average link, possessing practical professional skills of work, including using modern information technologies;
coordination of the activities of professional colleges on the fundamental improvement of the quality of the training of specialists, in demand by sectors and spheres of the economy, taking into account the real needs for personnel and proposals of employers;
organization of the pedagogical process on the basis of new forms and methods aimed at educating young people in harmoniously developed individuals, in the spirit of patriotism and devotion to the idea of national independence, as well as the development of spiritual and moral qualities of students on the basis of our rich scientific, cultural and spiritual heritage, respect for national and universal values;
comprehensive development of cooperation with leading domestic and foreign educational institutions, attraction of foreign specialists for joint implementation of innovative educational projects;
ensuring that the requirements of the national vocational education standards are in line with the requirements of the International Standard Classification of Education and the international qualification framework, organization of work on the step-by-step matching of national qualification frameworks to the qualifications frameworks of developed countries and their subsequent recognition;
systematization and subsequent introduction of the accumulated practical experience in organizing the educational process, differentiated in terms of time, effective integration of the non-state education sector into the state system of continuing education;
ensuring close interaction of the system of vocational education and production with the active use in the educational process of innovative ideas, technologies and developments for the training of personnel able to actively and effectively participate in the processes of further reforming, modernizing and achieving sustainable economic growth of the country;
development and implementation of measures for the formation and rational use of modern material and technical base of professional colleges, including highly effective teaching and laboratory, computer and other innovative technological equipment.
The decree creates the Republican Commission for the Coordination of Further Improvement of the Vocational Education System, as well as the corresponding territorial working groups whose tasks are:
the study of the activities of professional colleges in terms of determining the labor market needs in the personnel in the trained specialties, their compliance with the socio-economic development programs of the region, the identification of a potential industry employer for the subsequent consolidation of graduates;
development of the draft government decision on the transfer of professional colleges to industry subordination to the relevant ministries, departments, business associations, commercial banks and large enterprises, taking into account the actual real needs in personnel in accordance with the target parameters of the socio-economic development programs of the regions and the labor market forecast, as well as the creation of a network of multidisciplinary colleges for training workers in the professions demanded on the labor market for business entities, including small and private businesses, on the optimization of professional colleges due to the lack of demand for certain specialties (occupations) or placement of general education schools and educational-production complexes, as well as preschool educational institutions.
