The government intends to tighten criteria for selection of candidates for senior positions in educational institutions.
Specialists, passed targeted courses of managerial personnel reserve, will have the advantage to be nominated as candidates for management positions. The Cabinet of Ministers established minimum requirements for becoming students of these courses.
Appropriate regulations are approved by the Regulation on the organization of courses of targeted training of managerial personnel reserve of higher and secondary specialized educational institutions.
Participants of courses for future Rectors will be selected among the deputy rectors (deputy directors of branches), and deans of faculties not older than 45 years, with experience in the management of more than 10 years. Classes will be available for future deputy rectors (vice-directors of branches), for deans and department chairs younger than 40 years and with management experience of at least 5 years. Only persons with basic economic or engineering education can be included in the reserve for the Deputy Rector (Deputy Director of the branch) on financial and economic issues. Deans will be trained from among vice-deans and heads of departments, which are not older than 35 years, with managerial experience of at least 3 years and teaching staff with a degree, with experience of scientific and pedagogical work of at least 5 years.
Directors of colleges and lyceums will be selected among deputy directors of academic lyceums and professional colleges, the leading specialists of relevant sectors of the economy and social sphere, as well as deans and their deputies, heads of departments of universities, with management experience of at least 5 years. Deputy Directors of these institutions will be chosen from the contingent of leading educators and experts of the relevant sectors of the economy and social sphere, as well as deans and their deputies, heads of departments of universities, with managerial experience of at least 3 years. The reserve for the position of deputy director for financial and economic issues includes only persons with basic economic or engineering and technical education.
The reserves for universities will be trained in the leading scientific and methodical center of the organization of retraining and advanced training of teaching and managerial personnel of higher education under the Ministry of Higher and Secondary Special Education. The candidates for the heads of lyceums and colleges will be educated in the Institute for training and retraining of secondary special and professional education at the Center of secondary special and professional education.
