"On measures to create effective mechanisms for introducing scientific and innovative developments and technologies into production."
The posts of the Deputy Head of Science and Innovation within the approved staffing units will be added to the staff schedules.
They will create in their structures units responsible for the formation of a portfolio of orders for innovation and coordination of works on conducting pilot-industrial tests of the developed technologies, organizing the production of a pilot batch of products and launching mass production.
It is necessary to create in the large state enterprises sectoral problem laboratories that specialize in the development of new equipment and technologies, carry out the necessary experimental and industrial tests, produce a pilot batch of products and implement preparatory measures for the launch of batch production, with the involvement of leading qualified specialists and scientific employees of specialized research and higher educational institutions.
Also, enterprises will create Funds to support innovation activities (without the formation of a legal entity). The source of the formation of funds will be deductions of 10 percent of the net profit of these entities.
The fund will be used to finance activities related to the development of new equipment and technologies, the necessary pilot tests, the production of a pilot batch of products and the implementation of preparatory measures for the launch of mass production. Funds will be used to finance contracts for the implementation of scientific research, concluded with specialized research and higher educational institutions.
From financial resources of the funds, the enterprises will render financial support to specialized research and higher educational institutions in strengthening their material and technical and scientific and laboratory facilities, conducting experimental research, introducing scientific developments, material incentives and upgrading the skills of scientific and technical workers.
